(A) Any person violating the provisions of this title shall be subject to a civil penalty of $12. The violator shall also be responsible for court costs for any violations filed in court in addition to the civil penalty.
(B) A separate offense shall be deemed committed on each day that a violation occurs or continues.
(C) Any vehicle illegally parked shall be subject to being removed, towed and stored at the owner's expense.
