§ 70.16  CITY AGENCIES INVOLVED.
   A written request shall be submitted by the Supervisor of the City Street Department to the Board of Public Works and Safety (hereinafter referred to as "Board.") Prior to submission, the request shall be submitted to the Chief of the Police Department for investigation and approval. The Chief shall sign the request either approving or disapproving the request, and state the reasons therefore if the Chief determines or desires to recommend modifications or alternative to the written request, he or she may do so thereon prior to signing the same.
