§ 53.075  RECONNECTION CHARGE; CUSTOMER METER DEPOSIT.
   (A)   Reconnection charge.
      (1)   To establish a new service connection or to re-establish service for an account or customer that had not previously had service disconnected for non-payment within the previous 12-month period prior to the request-$15.
      (2)   To re-establish service for an account or customer who previously had the service discontinued because of non-payment within the previous 12-month period prior to the request-$35.
      (3)   For each re-establishment of service within a 12-month period for non-payment the service re-establishment charge shall increase by $35 for each subsequent re-establishment after disconnection for non-payment within a 12-month period.
      (4)   When the service is turned off for non-payment of bill or whenever for any reason, beyond the control of the Waterworks, a re-establishment of services is required by any 1 customer, the charge will be made by the Waterworks to cover the cost of discontinuance and re-establishment of service. The charge together with any arrears due the Waterworks shall be paid by the customer before service will be re-established.
   (B)   Customer meter deposit; lawn meter fee.
      (1)   A customer making application for service and who shall be responsible for the monthly billings shall pay a "meter deposit" in the amount of $60.
      (2)   A customer making application for service and who shall be responsible for the monthly billings who has never before been a customer for service shall pay a meter deposit in the amount of $100, $40 of which shall be refunded after 1 year of continuous service.
      (3)   For all customers making application for service and who shall be responsible for the monthly billings, any deposit paid less any amount of the current and/or delinquent bill owing shall be refunded to the customer at a time as the customer requests disconnection or termination of respective service.
      (4)   In regard to "lawn meters" the fee for a lawn meter shall be $100, $50 of which shall be refunded to the customer when the lawn meter is returned to the city at disconnection or termination of services in regard to the use of lawn meters.
