(A) When the water is turned off, a rebate of the deposit made by the consumer will be given after all bills of the Waterworks have been paid. If the consumer moves out owing bills, the deposit will be used as a payment of the bills. The deposit receipt must in all cases accompany the application for rebate.
(B) The Superintendent shall pay the rebate due the depositor and take a receipt for the same, and on filing a claim, with a receipt attached, the Common Council shall reimburse the Superintendent for the money advanced by him or her.
