§ 53.068  PLUMBER REGULATIONS.
   (A)   No plumber shall be authorized to carry on the business of plumbing in connection with the Waterworks until he or she has given satisfactory bond in the sum of $1,000 and received a license as provided by ordinance affecting plumbers.
   (B)   Plumbers will be required to have their bonds renewed on or before January 1 of each year, otherwise their license will become inoperative.
   (C)   No plumber shall lay any service pipe or do any kind or work in connection with the introduction and supply or water without first having obtained a written permit from the Waterworks for each separate job of plumbing work which he or she may wish to perform. All plumbing must be done subject to the approval of the Waterworks. Water closets and urinals must be provided with self-flushing valves unless supplies through a meter.
   (D)   Plumbers shall make a full and complete return of the use for which water is supplied under any permit granted. The return must be made by the plumber doing the work within 48 hours after the completion of any work.
   (E)   If a plumber, in making an attachment or in shutting off or turning on water, should not properly replace the curb box or in any way injure any of the property of the Waterworks, he or she shall be charged with the expense of making all necessary repairs. On his or her failure to report the damage or pay the charges he or she shall be refused further permits until the damages are paid.
   (F)   After testing any work, the plumber shall turn off the water from the premises except where the work is a simple extension or addition attachment on a service then in use and where a permit has been obtained to make the same. Where water is turned off previous to making any alterations or repairs, plumbers shall not leave water turned on when work is completed.
   (G)   Plumbers are particularly cautioned to leave curb cocks in the condition in which they find them, either on or off. Disregard of this rule will result in forfeiture of license.
   (H)   Plumbers shall report in writing to the Waterworks all repairs to any water service within 48 hours after completion of the repairs. The above specifically includes leaks.
   (I)   Plumbers shall not loan or sell any valve keys.
   (J)   All pipes used must be either standard weight cast iron, properly coated, galvanized wrought iron or extra heavy lead. The use of block wrought iron or steel pipe is prohibited.
   (K)   All work shall be inspected before being covered up, if underground, and the plumber doing the work shall give and Waterworks at least 2 hours notice that the work will be ready for inspection.
   (L)   Where services are metered no connection shall be made between meters and curb box.
   (M)   Plans for fire protection lines or other special or unusual uses shall be submitted to the Waterworks for approval before any work is done in connection therewith.
   (N)   The cross connection of one premises with another, whether owned by the same person or not, is strictly prohibited. Each property must have its own individual curb cock.
   (O)   Any plumber violating any of the Waterworks rules and regulations governing the introduction, supply and consumption of water or who shall either voluntarily or at the request of any consumer or subscriber introduce any pipe, hydrant, bath or fixture which is prohibited by the Waterworks will be prosecuted and shall be subject to the penalties hereinafter provided and may, at the option of the Waterworks Committee, be required to forfeit his or her license to do plumbing.
