It shall be unlawful for any person except a properly qualified agent of the Waterworks to enter on any alley or street, within the city, for the purpose of laying service or distributing pipes or to do any plumbing in connection with the Waterworks or the city in the streets or alleys, or dig in any street or alley, for the purposes or to do plumbing in connection with the Waterworks or to make any connection with any main distribution service or other pipe belonging to or forming a part of the Waterworks system of the city, until the person has procured a permit so to do.
