(A) (1) Stop cocks will be placed at the curb of property line and shall be under the exclusive control of the Waterworks.
(2) No person shall, without written authority from the Waterworks, turn on the water to any service.
(B) This rule shall not prevent plumbers from testing their work, but they must not in any case leave the water turned on without special permit.
