§ 53.054  CONSUMERS RESPONSIBLE FOR METERS AND ARRANGING PIPES.
   (A)   Consumers will be held responsible for any damage meters may sustain from freezing (except where set in tree row), hot water or steam settling back from the boiler or from any other cause, and any necessary repairs resulting from the cause will be made at the expense of the consumer, the charges to be paid to the Waterworks before water is turned on.

   (B)   Before any meter is placed by the Waterworks, the consumer shall, at his or her own expense, have pipes so arranged that all water will pass through the meter.
   (C)   Consumers shall provide ready and easy access to their meters so that they may frequently be read and examined by the Waterworks.
