No bills will be calculated on the registration of any meter the setting of which and the quality thereof has not met the approval of the Waterworks, and the Waterworks reserves the right at any time to test any meter in actual service. Should, on any test, a meter prove to be defective it will be taken out of service at once and the charge for the water will be adjusted by estimate.
