One service only will be allowed to any 1 building or premises unless in the opinion of the Waterworks the general public fire protection will not be jeopardized and more than 1 is absolutely necessary for the proper protection of the premises. All fire equipment connected to the Waterworks service shall be confined within the application, and where 2 or more connections are made for 1 building or premises, they shall be kept separated, unless special permission is obtained from the Waterworks to connect the same in a manner to approved by it.
