All private fire protection service will be installed by the Waterworks which will ascertain the best location for same and lay the pipe from the street main to a point just inside the wall of the building or within the building line of open yards, where buildings are set back from the building line. The consumer will be charged for time and materials. The service will be so installed that the water used therefrom will not flow through the meter but will be separate and apart from the regular water service.
