(A) All metered service shall have a monthly charge of rate, varying with and based upon the size of the meters installed as follows:

(B) If the whole amount of water used by the consumer in any 1 month does not, when charged at the regular schedule rate, amount to as much as the minimum charge, the consumer shall pay the minimum charge for that month and shall not be liable for any other charges for water consumed during the month. When the amount of water used by any consumer in 1 month, charged at the regular rate, amounts to as much or more than the minimum charge for the meter through which the water is used, then the consumer shall pay for the amount of water used at the regular rate and shall not be liable to the Waterworks for any minimum charges for that month.
