All repairs, renewals and replacements of small service connections, originally furnished by the Waterworks, and not otherwise, shall be made by the Waterworks free of charge, on notice, in writing by the consumer of any requirement of the repairs, renewal or replacements. Where repairs to service pipes or water fixture beyond service connections or the curb stop are necessary, the consumer shall, without delay, employ a plumber licensed by the Waterworks to do the work. Failure, refusal or neglect of the consumer, to make repairs within 3 days after notice is sent by the Waterworks, shall authorize the Waterworks to shut off the water and to discontinue the service without further notice.
