The exercise of the rights and remedies granted in this chapter shall in no way preclude the Village from instituting and maintaining, in the name of the Village, an appropriate action at law or in equity to restrain or abate any violation of this chapter or to terminate same, and nothing provided herein shall be construed to abridge, limit or otherwise impair the right of any person to damages or other relief on account of injuries to persons or property or to maintain any action at law or equity therefor.
