(a) Whenever the Commissioner has reason to believe that a violation of this chapter has occurred, or will occur, he may issue a written order to the person owning, operating or in control of such property or source, requiring the abatement of all violations of this chapter and the correction of any condition which may result in a violation of this chapter.

(b) No person to whom such order is issued shall fail to act upon such order within the time limit set forth therein or within the time extension granted by the Commissioner. Any such order may be appealed to the Board of Building Code Appeals as provided in Chapter 1301 of the Building Code.
