In addition to the provisions of Section 1335.04, no person shall cause or permit the discharge into the atmosphere of any visible air contaminant resulting from fugitive emission sources in excess of a shade or density equal to or darker than that as designated as No. 1 on the Ringelmann Chart or beyond the property line of the property on which the emissions originate.
