No owner, occupant or any other person in charge of such premises shall fail to continue to maintain and adhere to such finished grade line of such premises, or shall fail to keep all drains, ditches, swales or other surface water conductors open and free and clear of any obstructions. Upon the conclusion of work, an applicant shall file an as-built plan to show compliance with the intent of the originally approved plan. For good cause show, the Village Engineer may waive this requirement.
