Before proceeding with the installation, construction or excavation for a permanent swimming pool, a permit shall first be obtained from the Building Commissioner by the owner of the property upon which such swimming pool is to be installed, in accordance with the provisions of the Land Planning and Zoning Code and Building Code of the Village, and a permit fee of ten dollars ($10.00) shall be charged therefor.
