No building or similar structure shall be moved onto, along or over any public street in the Village except at such hours and with such reasonable provisions for the protection of public safety as shall be determined by the Chief of Police. If the Chief of Police determines that an inspector should be appointed to supervise such moving, the Mayor shall appoint such inspector, whose compensation shall be fixed by the Mayor and reimbursed to the Village by the permittee.
