No building or similar structure shall be moved onto, along or over any public street in the Village unless and until the Commissioner of Buildings shall have issued a permit therefor, and the approval of the Chief of Police and the Village Engineer for such movement shall have been obtained, all pursuant to the terms and conditions of this chapter, and a building permit for the reconstruction of the building at its new location shall have been issued.
