No person shall move into or commence occupation of any one or two-family dwelling or multiple dwelling unit, unless an occupancy permit shall first have been obtained from the Commissioner of Buildings of the Municipality. Provided, however, that an occupancy permit shall not be required for any Temporary Occupancy, as that term is defined in Section 1173.01, or for one or two-family dwelling structure or multiple dwelling unit if an occupancy permit for such structure or unit has been obtained from the Commissioner within one year prior to such occupancy or change of occupancy, and no alterations or additions are contemplated under the new occupancy. For multiple family structures containing more than two units occupancy permits covering the common areas thereof shall be required at the time of the first change of occupancy of any unit therein in any given calendar year.
