1313.03 APPLICATION; APPEAL.

Such application shall be examined by the Clerk, and if he is in doubt about the same he shall refer it to the Mayor. Either the Clerk or the Mayor is hereby authorized to approve such application and issue such license on behalf of Council. In case such application is rejected, the applicant may appeal to Council.
