Before commencing or proceeding with such work, a plumber's license shall first be obtained by application, in writing, filed with the Village Clerk. No person shall commence or proceed with any such work unless such permit shall first have been obtained, and the required bond in the sum of one thousand dollars ($1,000) furnished to the Village. A fee of one dollar ($1.00) shall be charged for such license.
