Where the permit fee is based on the cost of the work done under the permit, such cost shall be the actual cost as certified by the owner, or his authorized representative, and as approved by the Clerk. The Clerk may, at any time within the 120 days after the final inspection, require the submission of invoices and other proof to substantiate the estimated cost stated in the application, and the Clerk shall require the payment of additional fees if it is demonstrated and found that the actual cost of the work is in excess of the estimated cost upon which the permit fees were based.
