1311.17 COMMENCEMENT OF WORK WITHIN SIX MONTHS.
   Whenever the work for which a permit has been issued has not been commenced, such permit may be returned to the Clerk for cancellation within six months after issuance and after a deduction of ten dollars ($10.00) from the permit fee has been made. One-half of the remaining balance of the permit fee, if any, shall be refunded. In such case, if the owner has made a deposit as provided in this chapter, a deduction of five dollars ($5.00) shall be made from such deposit and the balance shall be refunded.
