No wall, structure, building, or any part thereof, shall hereafter be built, constructed or altered, nor shall the heating apparatus, gas fitting, elevator works, plumbing, house drains, or electric wiring of any building premises or structure, be installed, constructed or altered in this Village, except after issuance of a permit therefor from the Commissioner of Buildings. Before issuing any permit the Commissioner of Buildings shall collect the applicable fees as prescribed by this chapter. Unless otherwise stated, the minimum fee for any required permit shall be twenty-five dollars ($25.00) for a residential base fee and fifty dollars ($50.00) for a commercial base fee. Where no permit fee is prescribed by the chapter, the fee for a required permit shall be twenty-five dollars ($25.00).
