The certificate of registration shall be valid for the calendar year in which issued and shall be renewed annually thereafter. A non-refundable fee of one hundred dollars ($100.00) shall be paid for registration at the time of original issuance and at each annual renewal. If an applicant fails to renew the certificate of registration on or before December 31, a new application will be required accompanied by a fee of one hundred dollars ($100.00).
