The developer shall grade each subdivision in order to establish street grades, floor elevations of buildings and lot grades in proper relation to each other and to existing topography, as follows:
(a) Grading Plan. A master lot grading plan shall be prepared for the street and building site areas along with the street improvement details. Such master grading plan shall show proposed typical building footprints and the grading of areas adjacent thereto.
(b) Grading Standards. The grading shall be in accord with the standards established by the Village Engineer. The plans may be based on any of the following grading systems:
(1) Where there is a ridge along rear lot lines, and the lots drain to the streets;
(2) Where parts of all lots drain to a swale or ditch along rear lot lines;
(3) Where there is a gentle or a steep cross slope and drainage onto adjoining properties. Such drainage shall be controlled by the installation of swales and/or yard inlets connected to piped systems;
(4) Where the land is relatively flat and adequate drainage must be formed;
(5) Or, a variation of the above conditions.
The grading of the roadway shall extend the full width of the right of way plus the full width of any adjacent utility easement. Tree lawns shall be granted at a gradient of not less than two percent (2%) or more than three percent (3%) upward from the curb to the sidewalk or property line, wherever possible.
(c) Individual Site Grading. Each application for a building permit shall include, in addition to the detailed plans for the proposed structure, a Topographical Survey and a Site Grading Plan. The format and required information for such survey and grading plan shall conform to the prototype entitled "Sample Topographical Survey and Grading Plan (Pre-Construction and As-Built)" which is on file in the office of the Building Inspector and the Village Engineer. No permit to build shall be issued by the Building Inspector without prior approval of such Topographical Survey and Grading Plan (Pre-Construction) by the Village Engineer. Each building site shall then be graded in conformance with the approved plan.
Prior to the issuance of a Certificate of Occupancy, an applicant shall file with the Building Inspector a final Site Grading Plan (As-Built) utilizing as its background the aforementioned Topographical Survey and Grading Plan (Pre-Construction) previously approved by the Village Engineer. The Village Engineer will review the "As-Built" plan to determine conformance with the intent of the approved Pre-Construction site grading design. Should the Village Engineer find any significant deviations in the "As-Built" conditions, he shall advise the Building Inspector of corrective actions to be taken by the applicant before a Certificate of Occupancy may be issued. Should the Village Engineer find the "As-Built" information as submitted to be acceptable, he shall so advise the Building Inspector and a Certificate of Occupancy may be issued.
Topographical Surveys and Grading Plans (Pre-Construction and As-Built) shall be prepared by either a Professional Engineer or Professional Surveyor licensed to practice in the State of Ohio.
