The land improvements which are required by this chapter for standard residential subdivisions shall be designed, furnished and installed by the developer in accordance with the provisions of this Code and other codes of the Municipality. They shall be installed before the final plat is approved, or, in lieu thereof, agreements to install shall be approved concurrently with the approval of the final plat.
The developer shall dedicate all land required for rights of way within the subdivision and to furnish and install all improvements to provide a complete and coordinated system of streets and all utilities for the neighborhood, in accord with the thoroughfare, water and sewer plans adopted.
The land improvements which are required by this chapter shall also be applicable for all planned development areas and shall be designed, furnished and installed by the developer in accordance with the provisions of this Code or other codes of the Municipality, unless a more specific provision relating only to planned development areas is applicable, or unless the Planning Commission recommends and Council approves an adjustment or variation of a requirement hereof in the review process set forth in Chapter 1164. Whenever the term subdivision is used in this chapter, the term shall be deemed to include a planned development area submitted under the provisions of Chapter 1164, whether or not a subdivision of land is involved therein.
