(a) No nonconforming building shall be enlarged or structurally altered, unless:
(1) The building with any proposed extension is made to conform to the regulations of the district in which it is located; or
(2) The extension will not increase any existing nonconformity; or
(3) The building extension will reduce a nonconforming condition.
(b) A nonconforming use may not be extended within the building.
