Such special use permit shall be issued or renewed by the Commissioner of Buildings, but not for a period of more than three years, as shall be approved by the Planning Commission. Any failure or refusal of the permit holder to comply with the ordinances of the Village or the standards and conditions of the permit shall constitute revocation thereof. Any change in ownership or any change in the user of the premises or of any part thereof shall render the permit void unless within thirty days after such change application is made to the Commissioner for transfer of such permit and such transfer shall be approved by the Planning Commission.
