A conference center may operate on any day, but only between 8:00 a.m. and 11:00 p.m. No conference center event shall have an attendance of more than 300 persons at any one time, except with prior approval of the Commissioner of Buildings. Such prior approval shall be granted only if the Commissioner finds that the attendance of more than 300 persons can safely be accommodated and will not adversely affect the enjoyment of neighboring property. In making such decision, the Commissioner shall take into consideration the degree to which the attendance exceeds 300, the nature of the conference center event and the hours during which such event shall take place.
