1127.05 OFF-STREET PARKING.
   An off-street parking area or areas shall be provided equal to one-half the gross floor area of the main building devoted to such use, shall contain not less than forty parking spaces, and may be located in part or entirely off the premises if:
(a)    The nearest parking spaces are within 400 feet of the nearest boundary of the lot upon which such use granted by special permit is located, measured by a straight line between the points, and
(b)    The premises used for off-street parking are either owned or controlled by the same ownership as the premises for which such special use permit may be granted.
   Exterior lighting provided for the parking area or areas shall be constructed and arranged to prevent the direct emission of light upon adjoining lots or public streets.
