In any R-1 Standard Residential District, the Commissioner of Buildings may issue a special permit for the location and use of a conference center as described and according to the procedures prescribed in this chapter after approval thereof by the Planning Commission. Approval of the issuance of a special permit for a conference center may be given by the Commission upon application made therefor by the owner of the property to be so used. Before the issuance of such special permit, the Commission shall give public notice and hold a public hearing. The application shall include or be accompanied by:
(a) A description of the lot and the buildings and the improvements located or to be located thereon with sufficient specificity to show compliance with this chapter;
(b) Name and purposes of the organization which it is proposed shall use the conference center;
(c) The building and land use which is proposed;
(d) The nature and frequency of the proposed use;
(e) Evidence of financial responsibility and ability to maintain the property and use, satisfactory to the Planning Commission;
(f) Such additional evidence as the Commission may reasonably require to demonstrate that the conditions and standards prescribed by this chapter for the approval of such a special permit shall be complied with and maintained; and
(g) Evidence satisfactory to the Commission that the use of the conference center shall not result in a loss of tax income to the Village.
The Commission may impose such additional conditions for the issuance of a special permit as it may deem necessary for the protection of the public peace, health, safety and welfare, and for the preservation and protection of property values and enjoyment of neighboring property.
