A primary objective of the Village is to encourage the preservation of the traditional architectural character and image of the community. The preservation and continued maintenance of the large residential estates, which exist in many areas of the Village, shall contribute to the achievement of this objective. Therefore, as a means to foster preservation and maintenance of the buildings and grounds of such properties, the Village may consider an application for a special permit for a conference center use on parcels within the R-1 Standard Single-Family District, where such use shall result in the preservation, restoration and maintenance of the original principal residential structures and the preservation, restoration and maintenance of the general character of the landscaped grounds associated with the original residence. No special permit for conference center use shall be issued unless the Planning Commission, with the advice of the Design Review Board, finds that the proposed conference center use shall further the objectives of the Village and the purposes and intent of this Code and this section, and that the proposed conference center use shall have no substantial adverse affect upon adjoining properties and the surrounding areas of the Village, and that the development and operation of the proposed conference center use shall be in accordance with the standards, requirements and procedures set forth in this chapter.
