1125.02 TIMING OF APPLICATION.

   An occupancy permit shall be applied for:

   (a)    Simultaneously with the application for a building permit, or

   (b)    At the time of change in use of land or structure, or

   (c)    In the case of a nonconforming use or structure within one year after the effective date of this Code or any subsequent amendment which creates nonconformity.
