Whoever willfully violates any rule or regulation adopted by Council or the Planning Commission, or fails to comply with any order issued pursuant to Ohio R.C. Chapter 711 or 713 or this Code, shall forfeit and pay not less than one hundred dollars ($100.00) nor more than one thousand dollars ($1,000) to be recovered with costs in a civil action brought by the Solicitor in the name of the Village for the use thereof. Each day such violation continues shall constitute a separate forfeiture.
