No provision of this Code shall in any way restrict the use of lands or buildings owned or occupied by the Village for municipal purposes. It is the intention of Council to retain and reserve to the Village its sovereign rights to the free and unrestricted use of lands and buildings which it owns for municipal purposes, notwithstanding any purpose or provision of this Code.
