All departments, officers and employees of the Village, vested with any duty or authority over the issuance of permits or licenses, shall conform to the provisions of this Code and shall not issue and permit or license for any use, building or purpose if the same would conflict with any such provision. A permit or license issued in conflict with any such provision shall be void and shall have no legal effect.
