There is hereby established an Architectural and Design Review Board consisting of three regular members having the qualifications provided in Section 1117.04, to be appointed by the Mayor and approved by Council prior to the effectiveness of the appointment. Regular members shall be appointed for terms of three years ending December 31 in each year. For the initial appointments, one member shall be appointed to a one-year term, one member to a two-year term, and one member to a three-year term. A vacancy shall be filled for the unexpired term.
