“Family” means either an individual, two or more persons related by blood, marriage, adoption, or foster children, plus not more than two additional persons not related as set forth above, or not more than four unrelated individuals occupying a dwelling unit as their primary place of residence. In each situation, all members of such family are living together as a single housekeeping unit.
