921.01 REGULATIONS FOR STORING AND PICKING UP OF RUBBISH.

   (a)   The Village is hereby authorized to establish rules and regulations for the pick- up of rubbish or any item for collection in the Village. Copies of such rules and regulations shall be available at the Village Hall.

   (b)   No person shall:

      (1)   Place rubbish, recyclables or any other item, other than leaves on the tree lawn, for collection prior to 4:00 p.m. of the evening preceding the day scheduled by the Village for collection;

      (2)   Place or pile leaves anywhere but on the tree lawn and leaves may be placed only on the tree lawn or piled for collection during the months of April, May, September, October and November at any time;

      (3)   Place rubbish, recyclables or any other item for collection by the Village if the rubbish, recyclables or any other item was brought from another location for the purpose of obtaining Village collection;

      (4)   Except as provided by subsection (d) hereof, place rubbish, recyclables or any other item for collection by the Village at the location of the Service Department at any time without having received prior written permission from the Village;

      (5)   Place rubbish, recyclables or any other items for collection within the boundary of any sidewalk as defined in Section 301.37 hereof or Street, Highway or Through Street or Highway as defined in Sections 301.42 and 301.43; and

      (6)   Place rubbish, recyclables or any other item for collection anywhere but on the tree lawn and only during the time periods specified within this section.

   (c)   Whoever violates any of the provisions of this section is guilty of a minor misdemeanor.

   (d)   The Village may authorize, by posted or other written notice, the use of the Service Department facilities for the conduct of a regularly scheduled recycling program.
