   702.01 PURPOSE AND SCOPE.
   (a)   The purpose of this chapter is to protect persons and property in the Village and prevent misuse of emergency services.
   (b)   This chapter governs alarm systems, requires permits, establishes fees, provides penalties for civil and criminal punishment of violations and establishes a system of administration.
