Upon the filing with the Mayor of a written application by any such person setting forth all the facts concerning the proposed operations and the character and responsibility of the applicant which the Mayor may require, verified upon oath before the Mayor, and upon the payment of a license fee as hereinafter provided and upon its appearing that the applicant has procured such license as may be required by the laws of the State then in force, and the furnishing to the Village of a good and sufficient bond as hereinafter provided, the Mayor shall issue to such applicant a license permitting such applicant, for the period which the Mayor shall decide and for which such license fee is paid, to sell or offer for sale or to request contributions or subscriptions as set forth in such license.
It shall be the duty of the Mayor, before issuing such license, to record in a proper book to be kept for that purpose the State license, if any, and to endorse upon it "local license fee paid", and affix thereto his official signature and the date of such endorsement.
