521.11 PROHIBITED PUBLIC CONDUCT.
   (a)    No person shall, upon the public grounds, parks, streets, playgrounds or highways, or tree lawns bordering the same in the Village:
(1)    Wash, clean, polish or repair automobiles, trucks, vehicles or other articles or things;
(2)    Play ball or other games, picnic or make fires, or erect tables or other things thereon without first obtaining written permission from the Village Clerk;
(3)    Use, except children, the playgrounds and articles and equipment thereon provided for children, except that adults maybe present to supervise and protect such children;
(4)    Expose his person in indecent or too-scanty attire for sunbathing or other purposes;
(5)    Engage in loud talking, brawling, quarreling, wrestling, fighting or making loud noises;
(6)    Hold meetings, make speeches or play instruments without first obtaining written permission from the Village Clerk;
(7)    Drop, scatter or leave waste paper, ashes, refuse, garbage, clothing, rags, or other litter.

   (b)    Whoever violates this section is guilty of a minor misdemeanor.
