378.08 INCAPACITY OF OPERATOR; CHILD OPERATOR.
   (a)   No owner of any watercraft or any person having such in charge or in control shall authorize or knowingly permit the same to be operated by any person who by reason of physical or mental disability is incapable of operating such watercraft under the prevailing circumstances.
   (b)   No person under twelve years of age shall operate any watercraft on the waters of the Village, except under the direct visual and audible supervision, during such operation, of a parent, guardian or other person over the age of sixteen years, who shall not permit the child operator to violate any provision of this Water Traffic Code or Ohio R.C. Chapter 1547.
   (c)   No person shall operate any watercraft when mentally or physically incapacitated so as to prevent operation in a safe and competent manner.
