The Chief of Police, when in his opinion traffic should be temporarily restricted upon any street or portion thereof for the purposes of play, recreation or public assembly, and such restriction is not detrimental to public safety and convenience, may authorize such temporary restriction and cause appropriate signs to be placed on such street indicating such restriction.
