129.04 PROFESSIONAL CONDUCT.
   (a)   Public officials and employees of the Village, whether appointed or elected, full-time or part-time, paid or unpaid, should make every effort to be cooperative and show mutual respect for the contributions made by each other for the best interests of the Village.
 
   (b)   Administrative employees of the Village work within a chain of command under the direction of the Mayor, as the principal administrator in the Village. Questions, suggestions, comments, and directions to all administrative employees should be made through the Mayor.
   (c)   Public criticism of other officials and employees by public officials and/or employees of the Village is to be avoided since it undermines effectiveness with the public.
