127.06 DISCLOSURE OF PRIVATE INTEREST IN LEGISLATION.
   A member of Council or the Village administration including any official or employee who has a substantial financial interest in any business, firm, or corporation affected by any legislation or any other matter pending before any Village agency of which he or she is a member or employee, or who has any other substantial private interest in any such legislation or pending matter, shall immediately publicly disclose on the official records of the Council the nature and extent of any direct or financial interest or other personal or private interest he or she may have in any legislation or matter pending before the Council and shall recuse from discussion and shall not vote upon or take any other official action with respect to the legislation or pending matter.
