The public officials and public employees of the Village are agents of public purpose and hold office for the benefit of the public only. They are bound to uphold the Constitution and laws of the United States, the Constitution and laws of the State of Ohio, and the laws of the Village; and to carry out impartially the laws of the United States, the State of Ohio, and the Village and thus foster respect for government. They are bound to observe in their official acts the highest standards of morality and to discharge faithfully the duties of their office regardless of personal considerations, recognizing that the public interest shall be their primary concern. Their conduct in their official matters and business should be above reproach.
